Future Lahti will be made together
Year by year, engaging people becomes more and more important. In addition to products and services, the concept has been extended to cover the well-being of people. The cities of the future will be planned together. This is why the City of Lahti has created an engagement programme to shed light on the meaning and goals of resident engagement in Lahti. The programme also describes the methods used by the City of Lahti to activate people more. For the employee, the programme contains case studies and guidelines. For the residents, it is a tool for getting information regarding opportunities to get involved and for assessing the realisation of the targets set.
Participation is action and having a say in common matters
Participation is a wider concept. It means to be heard, seen, valued and understood. That each resident feels that their opinion counts and gets heard. Participation prevents marginalisation and provides a sense of being a part of the community.
The City of Lahti has a long tradition of involving residents in city planning and development. Among other things, resident evenings, walks in the city, workshops for people of different ages and polls have resulted in drop-shaped drinking fountains on the streets and design bicycle shelters at Lahti Travel Centre. Resident engagement helps to shape the city in the image of its people.
Lahti – a pacesetter in digital interaction with residents
The latest innovation in resident engagement is the Porukka mobile app. The app enables questions and push messages to be sent directly to the pockets of the city dwellers. Porukka has attracted an active bunch of users during the app’s first year. The app has been downloaded more than 2,500 times. The easy game-like interface has encouraged residents to answer questions and get involved in the development of the city. The app has its limitations. For instance, both questions and answers have to be quite short. A definite plus is the ease and speed of running polls. The Porukka app reaches the residents of Lahti much more efficiently than any other method before.
Porukka means “our gang”. And the gang has already been involved in a bunch of things. The first year has seen dozens of polls. When the city strategy was going through a rejig, a comprehensive poll helped to find out what kind of city the residents of Lahti would like to live in, move, work, eat and spend their free time in in the future. The residents have also made their opinions clear with regard to the budget for 2017. The latest examples include the residents’ views on the spa hotel planned for the marina. There was a separate questionnaire aimed at young people regarding a new youth section for the local library.
Next stop: activating voters for the municipal elections
The next new field will be the upcoming municipal elections. The residents of Lahti are encouraged to cast their votes in great numbers on the voting day on 9 April. The Porukka app allows them to find out what they think about the matters decided by the City Council. Municipal decision-making has a great impact on the everyday life of the residents of Lahti, from the prices of bus tickets to the opening hours of public swimming pools. Via the app, the residents receive info bulletins on their phones pertaining to topical issues linked to the election, such as early voting times and places.
The Porukka app has been designed in collaboration with Future Dialog. The app is available for Android, iOS and Windows phones.

Tulevaisuuden lahti tehdään yhdessä
Osallistamisen merkitys kasvaa vuosi vuodelta ja käsite on laajentunut kattamaan tuotteiden ja palveluiden lisäksi myös ihmisten hyvinvoinnin. Tulevaisuuden kaupungit suunnitellaan yhdessä ja siksi kaupunki on koonnut osallisuusohjelman, jossa avataan mitä osallisuudella Lahdessa tarkoitetaan ja mitä sillä tavoitellaan. Ohjelmassa kuvataan myös keinot, joiden avulla Lahdessa edistetään osallisuutta. Työntekijälle ohjelma sisältää tapausesimerkkejä ja ohjenuoria. Asukkaalle se on väline saada tietoa osallistumismahdollisuuksista ja arvioida tavoitteiden toteutumista.
Osallistuminen on aktiivista toimintaa ja yhteisiin asioihin vaikuttamista.
Osallisuus on laajempi käsite. Se on nähdyksi, kuulluksi, arvostetuksi ja ymmärretyksi tulemista. Se, että jokainen asukas kokee mielipiteensä olevan merkityksellinen ja saa sen kuulluksi, ehkäisee syrjäytymistä ja antaa kokemuksen yhteisöön kuulumisesta.
Lahden kaupungilla on pitkät perinteet asukkaiden ottamisesta mukaan suunnitteluun ja asioiden kehittämiseen. Asukasillat, kaupunkikävelyt, eri-ikäisille suunnatut työpajat ja kyselyt ovat tuoneet katukuvaan mm. pisaranmuotoiset juoma-automaatit ja matkakeskuksen pyöräkatokset. Osallistaminen auttaa tekemään kaupungista asukkaidensa näköisen.
Lahti on edelläkävijä digitaalisessa vuorovaikutuksessa asukkaiden kanssa
Uusin innovaatio kaupungin osallistamismenetelmien joukossa on Porukka-mobiilisovellus. Sovellus mahdollistaa kysymysten ja push-viestien lähettämisen suoraan lahtelaisten taskuun. Ensimmäisen vuoden aikana Porukan ympärille on muodostunut aktiivinen käyttäjäkunta. Sovellusta on ladattu yli 2500 kertaa. Pelillisyys, helppous innostavat lahtelaisia vastaamaan ja osallistumaan kaupungin kehittämiseen. Sovelluksessa on omat rajoitteensa, esim. kysymysten ja vastausten pitää olla melko lyhyitä. Plussana on kyselyiden tekemisen helppous ja nopeus. Porukka-sovellus tavoittaakin kaupunkilaiset paremmin kuin mikään muu väline aikaisemmin.
Porukka ”tarkoittaa meidän jengiä”. Jengi on ehtinyt olla jo monessa mukana. Kyselyitä on ollut ensimmäisen vuoden aikana kymmeniä. Kun kaupungin strategiaa uudistettiin, laajassa kyselyssä kartoitettiin millaisessa kaupungissa lahtelaiset haluavat tulevaisuudessa asua, elää, liikkua, työskennellä, syödä ja viettää vapaa-aikaa. Lahtelaiset ovat sanoneet painavan sanansa myös kaupungin taloudenhoidosta 2017 budjettia varten. Viimeisimpiä esimerkkejä ovat asukkaiden näkemykset satamaan kaavailusta kylpylähotellista. Nuorille oli oma kysely lähikirjastoon perustettavasta nuortenosastosta.
Seuraavana tavoitellaan äänestysprosentin kasvua kuntavaaleissa
Seuraava aluevaltaus on tulevat kuntavaalit. Lahtelaisia innostetaan lähtemään joukolla äänestämään vaalipäivänä 9.4. Porukka-sovelluksen kautta he saavat kokeilla, mitä itse ajattelevat valtuuston päätösvaltaan kuuluvista asioista. Kunnallisella päätöksenteolla kun on iso merkitys tavallisten lahtelaisten arjessa, aina bussilippujen hinnoista uimahallien aukioloaikoihin. Sovelluksen kautta lahtelaiset saavat puhelimeensa myös tietoiskuja vaaleihin liittyvistä ajankohtaista asioista, kuten ennakkoäänestyksen ajankohdasta ja -paikoista.
