The basic income experiment did not increase the employment level of the participants in the first year of the experiment. However, at the end of the experiment the recipients of a basic income perceived their wellbeing as being better than did those in the control group. The results are to some extent preliminary, and it is not yet possible to draw any firm conclusions regarding the effects of the basic income experiment.
During the evaluation of the basic income experiment we study the effects of the basic income on the employment status, income and wellbeing of the participants. The results of the register and survey study will be published first.
The study of the employment effects of the basic income experiment is based on register data for the first year of the experiment. The register data are available with a one year delay, which means that the results for the second year of the experiment will be published in the first few months of 2020.
‘On the basis of an analysis of register data on an annual level, we can say that during the first year of the experiment the recipients of a basic income were no better or worse than the control group at finding employment in the open labour market’, says Ohto Kanninen, Research Coordinator at the Labour Institute for Economic Research.
The recipients of a basic income had on average 0.5 days more in employment than the control group. The average number of days in employment during the year was 49.64 days for the recipients of a basic income and 49.25 for the control group.
The proportion that had had earnings or income from self-employment was approximately one percentage point higher for the recipients of a basic income than for the control group (43.70% and 42.85%). Then again, the amount of earnings and income from self-employment was on average 21 euros lower for the recipients of a basic income than for the control group (€4,230 and €4,251).
Recipients of a basic income perceived their wellbeing as being better
The effects of the basic income experiment on wellbeing was studied through a survey which was done by phone just before the experiment ended.
According to the survey, the recipients of a basic income perceived their wellbeing as being better than did the control group. 55% of the recipients of a basic income and 46% of the control group perceived their state of health as good or very good. 17% of the recipients of a basic income and 25% of the control group experienced quite a high degree or a very high degree of stress.
‘The recipients of a basic income had less stress symptoms as well as less difficulties to concentrate and less health problems than the control group. They were also more confident in their future and in their ability to influence societal issues’, says Minna Ylikännö, Lead Researcher at Kela.
The recipients of a basic income were also more confident in their possibilities of finding employment. In addition, they felt that there is less bureaucracy involved when claiming social security benefits and they were more often than the control group of the opinion that a basic income makes it easier to accept a job offer or set up a business.
‘The results of the register analysis and the survey are not contradictory. The basic income may have a positive effect on the wellbeing of the recipient even though it does not in the short term improve the person’s employment prospects’, says Ylikännö.
The response rate for the survey was 23% (31% for the recipients of a basic income and 20% for the control group).
The recipients of a basic income were selected through random sampling among those who in November 2016 received an unemployment benefit from Kela. The control group consisted of those who in November 2016 received an unemployment benefit from Kela but were not selected for the experiment.
Data that can be used when reshaping the social security system
The evaluation study of the basic income experiment generates data that can be used when reshaping the social security system. The results will be published in stages during 2019 and 2020, and the following results will be ready in April 2019. The evaluation also includes an interview study, which will be carried out in spring 2019.
Kela is responsible for the evaluation study, and Kela carries out the evaluation together with the VATT Institute for Economic Research, the Labour Institute for Economic Research, the University of Turku, the University of Helsinki, the Finnish Central Association for Mental Health and the Think-tank Tänk.
‘Reliable evaluations of the effects of the experiment will be available when all the materials gathered have been analysed while taking into account the parameters that constituted a framework for the experiment. After that we can evaluate the possible effects of an introduction of a basic income in Finland’, says Olli Kangas, scientific director of the research project and Professor of Practice at the University of Turku.
Exceptional experiment
The basic income experiment was an exceptional social experiment both domestically and internationally in that it was set up as a nation-wide, randomised field experiment. Participation in the experiment was not voluntary, which means that it is possible to draw more reliable conclusions of the effects of the experiment than was the case in previous experiments which were based on voluntary participation.
In the experiment, 2,000 randomly selected unemployed persons were paid a monthly tax-exempt basic income of 560 euros regardless of any other income they may have had or whether they were actively looking for work. The experiment was begun on 1 January 2017 and ended on 31 December 2018.
‘The lessons learned while planning and implementing the experiment provide a solid base for the planning of new ambitious social experiments - for instance of a negative income tax’, says Olli Kangas.
The experiment was launched by the Government of Prime Minister Juha Sipilä. The aim was to study how it would be possible to reshape the Finnish social security system so that it better corresponds to changes in working life. The experiment was implemented by Kela, the Social Insurance Institution of Finland.

Lors de la première année, l’expérience du revenu de base n’a pas augmenté les possibilités d’emploi des participants. Cependant, selon les bénéficiaires du revenu de base, leur bien-être s’était amélioré à la fin de l’expérience comparé au groupe témoin. Les résultats sont partiellement préliminaires, et nous ne pouvons pas encore tirer des conclusions définitives sur les effets de cette expérience du revenu de base.
Les effets de l’expérience du revenu de base sur l’emploi, les revenus et le bien-être des participants seront examinés lors de l’évaluation de celle-ci. En premier, seront publiés les résultats concernant l’enquête sur les registres et les informations.
Les effets de l’expérience sur l’emploi seront évalués sur la base des données du registre lors de la première année de celle-ci. Les données du registre ont été obtenues avecun an de retard, et de ce fait les résultats concernant la précédente année d’expérience seront publiés au début 2020.
– Selon l’évaluation annuelle des données du registre, les bénéficiaires du revenu de base n’ont pas trouvé d’emploi au sein du marché de l’emploi ouvert ni plus ni moins souvent que les participants du groupe témoin, constate le coordinateur de recherche de l’Institut de recherche des salariés, Ohto Kanninen.
Les bénéficiaires du revenu de base ont travaillé en moyenne 0,5 journées ouvrables de plus que les participants du groupe témoin. Au cours de l’année, les bénéficiaires du revenu de base on travaillé en moyenne 49,64 jours et les participants du groupe témoin 49,25 jours.
Parmi les bénéficiaires du revenu de base, le nombre de personnes ayant des revenus salariaux et entrepreneuriaux était d’environ un pourcent plus élévé que dans le groupe témoin (43,70 % et 42,85 %). En revanche, le montant des revenus salariaux et entrepreneuriaux des bénéficiaires du revenu de base était en moyenne 21 euros plus bas (4 230 € et 4 251 €).
Selon les bénéficiaires du revenu de base, leur bien-être s’est amélioré
Les effets de l’expérience du revenu de base sur le bien-être ont été évalués lors d’une enquête téléphonique peu avant la fin de celle-ci.
Selon les résultats de l’enquête, les bénéficiaires du revenu de base considéraient que leur bien-être était meilleur comparé à celui des participants du groupe témoin. Parmi les bénéficiaires du revenu de base, 55 % estimaient que leur santé était bonne ou excellente, et parmi les participants du groupe témoin, 46 %. Parmi les bénéficiaires du revenu de base, 17 % subissait un stress assez élevé ou très élevé comparé aux 25 % dans le groupe témoin.
– Les bénéficiaires du revenu de base souffrent moins de symptômes de stress et de problèmes de concentration et de santé que les participants du groupe témoin. Ils ont également plus confiance en leur avenir et en leurs moyens d’influencer la société, explique le chercheur principal de Kela, Minna Ylikännö.
Les bénéficiaires du revenu de base ont également plus confiance en leur propres possibilités d’emploi. En plus, selon eux, il souffrent moins des lourdeurs administratives liées à l’obtention des prestations de sécurité sociale et considérent plus souvent que les participants du groupe témoin que le revenu de base facilite l’acceptation du travail et la décision de devenir entrepreneur.
– Il n’y a pas de conflit entre les résultats de l’enquête liée au registre et de l’enquête liée aux informations. Le revenu de base peut avoir un effet positif sur le bien-être du bénéficiaire même si sa situation au niveau de l’emploi ne s’améliore pas à court terme, constate Ylikännö.
Le taux de réponses à l’enquête était de 23 % (le taux de bénéficiaires du revenu de base de 31 % et celui du groupe témoin de 20 %).
Les bénéficiaires du revenu de base ont été choisi de manière aléatoire parmi les bénéficiaires de prestations de chômage auprès de Kela. Le groupe témoin était constitué de personnes bénéficiant en novembre 2016 de prestations de chômage auprès de Kela, mais qui n’avaient pas été choisies pour l’expérience du revenu de base.
Les informations pour soutenir la réforme de la sécurité sociale
L’objectif de l’évaluation de l’expérience du revenu de base est de fournir des informations pour soutenir la réforme de la sécurité sociale. Les résultats seront publiés phase par phase en 2019 et 2020, et les prochains résultats seront connus en avril 2019. L’évaluation consiste également en une enquête par entretien qui sera réalisée au printemps 2019.
Cette évaluation est effectuée par Kela conjointement avec le Centre de recherche économique de l’état, l’Institut de recherche des salariés, l’Université de Turku, l’Université d’Helsinki, l’Associaton finlandaise de santé mentale et le groupe de réflexion Tänk.
– Les effets concrets de l’expérience seront visibles seulement une fois que toutes les données rassemblées auront été analysées en prenant en compte les contraintes limitant l’expérience. Ensuite, nous pourrons évaluer les effets possibles de la mise en place du revenu de base en Finlande, constate le directeur scientifique du projet d’enquête et le professeur spécialisé sur le sujet de la vie active au sein de l’Université de Turku, Olli Kangas.
Une expérience exceptionnelle
L’expérience du revenu de base fut une expérience exceptionnelle sociétale aussi bien en Finlande qu’au niveau mondial puisqu’elle était basée sur les données nationales aléatoires rassemblées sur le terrain. Comme la participation à l’expérience n’était pas basée sur le volontariat, ses effets ont pu être évalués d’une manière plus fiable comparé aux expériences antérieures basées sur le volontariat.
Lors de l’expérience, 2 000 chômeurs choisis de manière aléatoire bénéficiaient d’un revenu de base de 560 euros exempté d’impôts indépendamment de leurs autres revenus ou par exemple du fait de rechercher du travail activement. L’expérience a commencé le 01/01/2017 et s’est terminée le 31/12/2018.
– Les expériences sur la planification et la mise en œuvre de l’expérience offrent une bonne base pour la préparation de nouvelles expériences ambitieuses, par exemple celle liée à l’impôt dégressif sur le revenu réversible, explique Olli Kangas.
L’expérience a été réalisée par le gouvernement du premier ministre finlandais, Juha Sipilä. Son objectif était de comprendre comment la sécurité sociale findandaise pourrait être modifiée afin de mieux correspondre aux changements de la vie active. Kela était responsable de la mise en œuvre de cette expérience.

За первый год указанная концепция не повлияла на ситуацию с трудоустройством участников эксперимента. Однако по окончании тестового периода общий уровень благополучия лиц, получавших базовый доход, повысился по сравнению с контрольной группой. Результаты частично предварительные, и окончательные выводы о влиянии тестовой концепции безусловного базового дохода пока делать рано.
В ходе экспериментальной выплаты безусловного базового дохода оценивается влияние такового на трудоустройство, доходы и благополучие участников. Первыми будут опубликованы результаты регистрового исследования и опроса мнений.
Исследование влияния экспериментального безусловного базового дохода на трудоустройство основано на регистровых данных первого тестового года. Подготовка регистровых данных занимает год, поэтому результаты последнего экспериментального года будут оглашены в начале 2020 года.
– На основании годового анализа реестровых материалов, получатели безусловного базового дохода в первый год эксперимента находили работу на открытом рынке труда не хуже и не лучше контрольной группы, – говорит координатор исследования Охто Каннинен из Института рынка труда и экономических исследований.
Получатели безусловного базового дохода трудятся в среднем на 0,5 [рабочего] дня больше, чем члены контрольной группы. За год среднее количество рабочих дней вышеуказанных получателей равнялось 49,64, а у членов контрольной группы, в свою очередь, это число составляло 49,25.
Доля тех, кто получал зарплату и доход от предпринимательской деятельности, среди получателей базового дохода была на процентную единицу больше, чем в контрольной группе (43,70 % и 42,85 %). Однако денежный эквивалент доходов у тех, кто получал зарплату и доход от предпринимательства, среди получателей базового дохода была в среднем на 21 евро меньше (4 230 евро и 4 251 евро).
Уровень благополучия получателей базового дохода, по их мнению, повысился

– У тех, кто получал базовый доход, наблюдалось меньше, чем у контрольной группы, симптомов стресса, проблем с концентрацией внимания и здоровьем. Кроме того, они были больше уверены в будущем и своих возможностях внести вклад в жизнь общества, – говорит ведущий исследователь из Кela Минна Юликяннё.
Получавшие безусловный базовый доход приобрели большую уверенность в том, что смогут устроиться на работу. Кроме того, они посчитали, что с получением пособий социального обеспечения связано меньше бюрократии, и чаще членов контрольной группы выражали мнение о том, что базовый доход способствовал бы получению работы и занятию бизнесом.
– Результаты регистрового исследования и опроса не противоречат друг другу. Безусловный базовый доход может положительно повлиять на благополучие получателя даже с учетом того, что за короткий период такой доход не окажет воздействия на ситуацию с трудоустройством, – говорит Юликяннё.
В опросе приняли участие 23 % потенциальных респондентов (31 % получателей базового дохода и 20 % членов контрольной группы).
Получатели базового дохода были выбраны методом случайной выборки из группы лиц, которые в ноябре 2016 года получали пособие по безработице в Кela. В контрольную группу вошли те, кто в ноябре 2016 года получал пособие по безработице Кela, но не был выбрал для участия в эксперименте выплаты безусловного базового дохода.
Информация в поддержку реформы системы социального обеспечения
Оценочное исследование экспериментальной концепции безусловного базового дохода предоставляет информацию в помощь реформе системы социального обеспечения. Результаты будут публиковаться поэтапно в 2019–2020 гг. Следующие результаты будут готовы в апреле 2019 года. Оценка включает также опрос в виде собеседований, которые будут проведены весной 2019 года.
За оценочное исследование отвечает ведомство Кela, которое проводит его совместно с Государственным центром экономических исследований, Институтом рынка труда и экономических исследований, Университетом Турку, Университетом Хельсинки, Финской ассоциацией психического здоровья и Независимым экспертно-аналитическим центром Tänk.
– Отражающие действительность результаты эксперимента будут готовы только после анализа всех собранных материалов с учетом ограничивающих эксперимент рамочных условий. После этого будет возможно оценить, какое влияние может оказать в Финляндии введение концепции безусловного базового дохода, – говорит научный руководитель исследовательского проекта, практикующий профессор из Университета Турку Олли Кангас.
Уникальный эксперимент
Тестовая концепция безусловного базового дохода – это уникальный общественный эксперимент, как в Финляндии, так и в мире в целом, поскольку в его основе лежат рандомизированные полевые исследования в масштабе всей страны. Участие в эксперименте не было инициировано его участниками, что позволяет составить более достоверную оценку его влияния по сравнению с проводимыми ранее экспериментами, основанными на волеизъявлении кандидатов.
В эксперименте приняли участие 2 000 случайно выбранных безработных. Им выплачивалась сумма в 560 евро в месяц в независимости от дохода или того, искали ли они активно работу или нет. Концепция тестировалась с 01.01.2017 по 31.12.2018.
– Опыт планирования эксперимента и его практического исполнения дает хорошую основу для новых многообещающих общественных экспериментов, например для подготовки пробной концепции т. н. обратного начисления подоходного налога, – говорит Олли Кангас.
Эксперимент проведен правительством премьер-министра Юхи Сипиля. Цель состояла в том, чтобы выяснить, какие поправки можно внести в систему социального обеспечения Финляндии для того, чтобы она была лучше адаптирована к изменениям рынка труда. За практическое исполнение эксперимента отвечало ведомство Kela.

Das Experiment zum Grundeinkommen hat im ersten Versuchsjahr die Beschäftigung der Teilnehmer nicht erhöht. Allerdings empfanden diejenigen, die das Grundeinkommen erhielten, ihr Wohlbefinden nach Enden des Experiments als höher als die Personen der Vergleichsgruppe. Die Ergebnisse sind teilweise vorläufig, wobei abschließende Schlussfolgerungen bezüglich der Auswirkungen des Experiments zum Grundeinkommen noch nicht gezogen werden können.
In der Auswertung des Experiments zum Grundeinkommen werden die Auswirkungen des Grundeinkommens auf die Beschäftigung, das Einkommen und das Wohlergehen der Teilnehmer am Experiment analysiert. Als erstes werden die Ergebnisse der Register- und Umfragestudie veröffentlicht.
Die Analyse der Auswirkungen auf die Beschäftigung im Experiment zum Grundeinkommen gründet auf den Registerdaten des ersten Versuchsjahres. Die Registerdaten werden mit einer Verzögerung von einem Jahr fertiggestellt, so dass die Ergebnisse bezüglich des letzten Versuchsjahres Anfang 2020 veröffentlicht werden.
– Auf der Grundlage der Betrachtung des Jahresniveaus der Registerdaten fanden die Empfänger des Grundeinkommens im ersten Versuchsjahr weder besser noch schlechter als die Mitglieder der Vergleichsgruppe eine Arbeit auf dem offenen Arbeitsmarkt, sagt Forschungskoordinator Ohto Kanninen vom Forschungszentrum für Erwerbstätige.
Die Empfänger des Grundeinkommens wiesen durchschnittlich 0,5 Arbeitstage mehr als die Mitglieder der Vergleichsgruppe auf. Die Empfänger des Grundeinkommens hatten im Laufe des Jahres durchschnittlich 49,64 Arbeitstage, wohingegen diese Ziffer in der Vergleichsgruppe bei 49,25 lag.
Der Anteil derjenigen, die Lohn oder Einkommen aus Unternehmertätigkeit erhielten, war bei den Empfängern des Grundeinkommens ca. einen Prozentpunkt höher als in der Vergleichsgruppe (43,70 % und 42,85 %). Die Höhe der Löhne und Einkommen aus Unternehmertätigkeit war hingegen bei den Empfängern des Grundeinkommens durchschnittlich 21 Euro geringer (4 230 € und 4 251 €).
Die Empfänger des Grundeinkommens empfanden ihr Wohlergehen als besser
Die Auswirkungen des Experiments zum Grundeinkommen auf das Wohlergehen wurden mittels einer Umfrage untersucht, die kurz vor Enden des Experiments telefonisch durchgeführt wurde.
Laut Umfrage empfanden die Empfänger des Grundeinkommens ihr Wohlergehen als besser als die Mitglieder der Vergleichsgruppe. Von den Empfängern des Grundeinkommens empfanden 55 % ihre Gesundheit als gut oder sehr gut, von der Vergleichsgruppe hingegen nur 46 %. Ziemlich oder sehr viel Stress empfanden 17 % der Empfänger des Grundeinkommens und 25 % der Mitglieder der Vergleichsgruppe.
– Die Empfänger des Grundeinkommens wiesen weniger Stresssymptome und Konzentrations- und Gesundheitsprobleme auf als die Vergleichsgruppe. Sie hatten zudem ein stärkeres Vertrauen in ihre Zukunft und ihre eigenen gesellschaftlichen Mitwirkungsmöglichkeiten, sagt die leitende Forscherin Minna Ylikännö von der finnischen Sozialversicherung Kela.
Die Empfänger des Grundeinkommens hatten zudem größeres Vertrauen in ihre eigenen Beschäftigungsmöglichkeiten. Außerdem erachteten sie, dass der Bezug von Sozialleistungen mit weniger Bürokratie verbunden war, und waren häufiger als die Vergleichsgruppe der Meinung, dass das Grundeinkommen das Annehmen von Arbeit und die Aufnahme einer Selbstständigkeit erleichtern würde.
– Die Ergebnisse der Register- und Umfragestudie widersprechen sich nicht. Das Grundeinkommen kann sich positiv auf das Wohlbefinden des Empfängers auswirken, auch wenn es kurzfristig nicht seine Beschäftigung fördert, sagt Ylikännö.

Für die Auswertung verantwortlich zeichnet sich Kela, das diese gemeinsam mit dem staatlichen wirtschaftlichen Forschungszentrum, dem Forschungszentrum für Erwerbstätige, der Universität Turku, der Universität Helsinki, dem finnischen Verband für psychische Gesundheit und der Denkfabrik Tänk durchführt.
– Die tatsächlichen Auswirkungen des Experiments werden erst dann zuverlässig deutlich, wenn sämtliche gesammelte Daten unter Berücksichtigung der das Experiment begrenzenden Randbedingungen analysiert wurden. Danach kann eingeschätzt werden, welche Auswirkungen die Einführung des Grundeinkommens in Finnland haben könnte, sagt Olli Kangas, der wissenschaftliche Leiter des Forschungsprojekts und Professor für Erwerbsleben an der Universität Turku.
Außergewöhnliches Experiment
Das Experiment zum Grundeinkommen war sowohl in Finnland als auch weltweit ein außergewöhnliches gesellschaftliches Experiment, denn es gründete auf einer landesweiten, zufallsverteilten Feldversuchskonstellation. Die Teilnahme am Experiment gründete nicht auf Freiwilligkeit, so dass über seine Auswirkungen zuverlässigere Auswertungen erstellt werden können als es in vorherigen, auf Freiwilligkeit gründenden Experimenten möglich war.
Im Experiment erhielten 2 000 zufällig gewählte arbeitslose Personen ein steuerfreies Grundeinkommen von 560 Euro im Monat unabhängig von möglichem anderen Einkommen oder davon, ob sie aktiv Arbeit suchten. Das Experiment begann am 1.1.2017 und endete am 31.12.2018.
– Die Erfahrungen mit der Planung und Umsetzung des Experiments bilden eine gute Grundlage für die Vorbereitung neuer ehrgeiziger gesellschaftlicher Experimente – wie z.B. das Experiment zur inversen Einkommenssteuer – , sagt Olli Kangas.
Das Experiment wurde von der Regierung von Ministerpräsident Juha Sipilä durchgeführt. Ziel war es, zu klären, wie die Sozialversicherung Finnlands so geändert werden könnte, dass sie besser den Änderungen des Erwerbslebens entspricht. Kela war für die Umsetzung des Experiments verantwortlich.
